Coordinated Influence Campaigns
The Landscape: The digital deception toolkit to manipulate public opinion online includes seemingly “organic” content such as fake accounts, bots, and paid influencers to amplify deceptive political messages or attack opponents for personal gain. This coordinated inauthentic behavior — which has a veneer of authenticity — pollutes the information ecosystem and games campaign finance disclosure laws, posing an imminent threat to our democracy.
In order to effectively evaluate messages on social media, voters have to know that the content they see has not been falsely amplified or coordinated behind the scenes. Lawmakers and federal agencies should mandate comprehensive disclosure requirements to make coordinated influence campaigns transparent.
