The Cyber Defense National Guard Act requires the Director of National Intelligence to work with both the Secretary of Defense and the Secretary of Homeland Security to conduct a study on the viability of establishing a Cyber Defense National Guard. Among other things, this study shall analyze the overall cost and effectiveness of the Cyber Defense National Guard; the logistical impacts of allowing governors to utilize the Cyber Defense National Guard in times of need; the optimal number of people required to protect U.S. critical infrastructure (including the Election Infrastructure) from a cyber-attack; and what criteria to consider in the recruitment process.
